If you are not sure which tool you need, it is usually quickest to name the problem rather than the format. Several documents that should be one is merging. One that should be several is splitting. A file too heavy for an upload form is compression, though converting to grayscale and removing pages both do more for weight than any quality setting.
A scanned document is the one case worth knowing about in advance. It looks like a document but holds no text at all, which is why searching it fails and why converting to Word gives you a picture. Recognition adds a text layer and makes the rest of this list start working on it.
